The key in my rack battery acts like an ignition key, it has to be there for the bike to go. So it travels with the various lock keys I have.

Generally if it's not got foundations it's considered a temporary building. Someone over the road from me has a 1/2 size insulated container. Needs a crane to pick it up but it doesn't need planning. However each council has it's own local interpretations, so it's worth checking.

I have mechanical discs on my converted Carrera. The front is a 180mm and, last time out, surprised me by pulling a stoppy, despite the 15Ah battery on the back rack. That'll do me mate;)

The problem with the Big Bear would be keeping weight over the front wheel if you tend to ride upright, especially if your kid is on the back. On loose surfaces or wet mossy/leafy stuff you'd be starting to get spin on steeper hills.
