It doesn't matter if a 250w hub looks the same as a 500 , it is what it is marked as. There is nothing debatable about power 250w means 250w rated, we know motors will take more power that is why some hubs are marked 350 or 500w for other markets.
Tbh I don't see a need for a throttle with a 22a controller or that case any controller, what ever the reason just omit it and reset the C5 to max.

Electrically one needs a battery for testing functionality.
The bike will work with any generic 36v two wire battery connection.

Be careful refitting the connector, both parts have an embossed arrow on them.
Align the arrows opposite each other and firmly push them together with no twisting, the (male) motor side connector also has an embossed stop line so the this must be up against the female connector end.

Regarding the bike speed, EN15194 allows for 15.5mph/ 25 kmh cut off assist speed +/- 10% so one can have a speed reading of 17.05 mph or 27.5 kmh.
My 250w tsdz2 cuts off at 17mph so I wonder if Tongsheng have taken this in to account and programmed them as so in line with EN15194.

I can only guess but as it appears to mounted behind the chain wheel, try C1 setting on 0 , 1 or 2 if it has less then 12 poles.
If it has 12 poles then try C1/3.
