    You need to open the controller to check the capacitor max voltage. The cctv batteries are probably not suitable they are likely low power/current drain but high capacity cells, the opposite for ebike use. Find a suitable battery then yes in series it will boost the voltage.

    I don't think you have to worry about ebike over the 15.5mph limit as the accuracy may be out , a leeway of 10% + 2mph is often used by law enforcement/mobile speed cameras though isn't universal across the country.

    Each to their own, front or rear hubs work amazingly well and are pretty bullet proof for reliability. Tubed punctures are an issue if you go down the correct route, whether using a more puncture resistant tyre or using an easy to replace tube that doesn't require a wheel to be removed.
