    54.5v is good your meter may not be 100% accurate, now the charger is at 54.5v that is good. Charge and discharge the battery several times to give it a chance to re - balance now that the charger voltage is correct, any low cell groups might sort them selves out. Keep checking the battery...

    Double check and measure the chargers voltage on the charge connector, it should read 42v when plugged in to the mains. Also measure the voltage of he battery at the discharge connector, tell us what it is should ideally be 41.5v - 42v.

    Treat the buy as needing a new battery, most sellers haven't a clue about the battery and can you really trust them, they wan't shot of the bike otherwise they would keep it. A new battery will be about £150 - £200.

    Hub gears rule out using a very high /high torque rear hub motor, so you will be looking mainly for a mid drive/center motor drive bike, though a front hub isn't totally out but they are not ideal in winter in wet/slippy conditions on inclines.

    As pete say's first the charger needs sorting so it reads 54.6v on the charge connector. Once that is in order the battery might re-balance slowly over a few charges 3.3v isn't disastrous and is recoverable.

    Yes the multiwire connector with the ten White & one Black wire, carefully pull it out/disconnect it from the BMS .     Err no !!!! Without a controller you can't do anything, the pcb is programmed and uses signals via the wiring. If you can't get a replacement controller then you will have to buy a new controller kit, cost will be about £100 for a good Lishui or KT brand.
