When it comes to China wire colours ciphering them can be awkward. Red or Brown is common for 5v, Black is usually Gnd but in it's absence Yellow is often so. Blue in this case is likely the signal wire. Logic would tell me this is the likely order.

If a fuse blows more then once then you need a higher rated one. 5a is too low for a discharge fuse, if your controller is say 15a rated max you need a 20a fuse to prevent it blowing to often.

If labelled as so then illegal. A 250w rated motor can output more then 250w so potentially you could see over 700w of power for 36v or over 900w for 48v both using a 25a controller.

It sounds like a discharge fuse try one rated 5a more then the controllers max rating.

The jammed motor could be due to the clutch mechanism which consists of 3 springs and pins, if a spring is broken or something has stuck then it can cause a stuck motor. Motor needs opening to investigate.
