    If not bothered about legal marking could have gone with 350w Yose hub kit from Berlin for < £190. My one @17a & 48v goes vey nicely up inclines with 700w + output. Unrestricted 28mph with 48/11t gearing though could go a bit faster with 52t gearing.

    The two wires were most likely sending voltage info to/from controller and to the battery level indicator. Do any of them show up any significant reading when a meter is put on them as you can't allow them to remain unprotected for fear of shorting and blowing the controller.
