    It sounds like your batteries are near end of life and lacking storage capacity. The SLA batteries these use are fortunately much lower priced than the lithium ones, and there's a supplier on this link. Pick the same capacity size as the existing batteries. .

    The important word here is "output", rather than the law referring to the motor running. It's clear that output means driving power, and your motor is no longer providing that on your system once the limiter kicks in. Therefore it is compliant with the law. .
