    The importers of illegal mini-motos and powered pavement scooters do the same, taking advantage of the fact that they cannot be prosecuted for selling them. The illegality only starts when those vehicles come into use in public areas. .

    As d8veh said, it's not possible. The one you linked to is quite large and can only charge a tiny mobile phone battery. A solar charger to charge an e-bike battery would need several square metres of panel area and even in strong sunshine would take a very long time to do it. .
