That looks really smart Wissy. Have fun putting it through its paces - not that you need any telling. I bet you'll love it. If you're anything like me you'll find the worst bit after you've got your first ebike is the torture of waiting for the battery to charge up before your first ride.

David, your questions have got me wondering how any prospective buyer gets to test ride any of these bikes. If I turn up at a cycle shop wanting to try one I would hope that any responsible retailer would make me aware that legally they can only be used off-road. This would seem to put them (& me) on dodgy territory if they then allow me to test ride one off up the road.

I don't know Dave. There would be sacrifices, but you could provide your own ebike alternative to the popemobile. Think of the thousands of people you could convert....to ebikes. A great sales opportunity surely? It could be just what the ebike industry needs.

Reminds me of when my elderly, slightly forgetful Dad moved into a new flat. He kept the main door key on the original tag complete with the address so that he could remember where he had moved to. He also thought it would be a good idea so that if he lost them someone could post them back to him.

Dave it would be a great idea. I’m certain there are plenty of people with disabilities who would benefit, many of whom probably don’t even know of the existence of ebikes. So I hate to pour cold water on the idea but I suspect you could be heading into as big a can of worms as the debate over throttles and EN15194. The notion of people being “registered disabled” is problematic for a start. No such register really exists. Local authorities have a legal duty to maintain a 'register' of people who have a 'physical disability', defined under Section 29 of the National Assistance Act 1948 as: '……persons who are substantially and permanently handicapped by illness, injury, or congenital deformity.' But in practice the 'register' has become obsolete, a bureaucratic requirement that is of no benefit to anyone. It supposedly enables local authorities to know who in their area might benefit from services and provides estimates of the numbers of disabled people locally and what impairments they have. But registration is not compulsory. It confers few rights or benefits and many disabled people object to it. So in practice councils meet their duty by holding a computerised record of people who have been seen by them and recorded as having a 'physical disability'. As Muckymitts says "And how do you define disability? HMG cant make their mind up. " Would you use the aforementioned definition from the National Assistance Act 1948? or the one in Chronically Sick and Disabled Persons Act 1970? (used for items with VAT relief for disabled people) or the one in the Equality Act 2010 (with 50+ pages of guidance on the definition alone)? Or perhaps you would use qualification for Attendance Allowance or the Disability Living Allowance....? And having defined disability, how would you determine if they were disabled enough to need considerable use of the throttle? Another role for Atos? As legislation stands disabled people cannot get ebikes under the Motability scheme and ebikes don’t qualify for zero rating (Notice 701/7 VAT Reliefs for disabled people August 2002) because, generally speaking, goods have to be specifically designed for the sole use of disabled people.

Hello from Shropshire
Welcome trigpup and ady347 to the forum. I'm also in Shrewsbury and bought an Agattu 3 years ago. I've never regretted it. Its just great fun. I rarely take the car into town these days as its easier to cycle. I've seen several ebikes around but never being ridden, always parked up. Seems I'll now be looking out for 3 more.

Flecc has already identified the regulations regarding VAT and motor vehicles for disabled people. The rules regarding other items that are zero-rated for VAT in the UK are contained in “Notice 701/7 VAT Reliefs for disabled people” August 2002 Generally speaking the goods have to be specifically designed for the sole use of disabled people. So even if the reason for buying an ebike is a disability that does not make the bike eligible for zero rating. From HMRC website: What goods and services can be bought without paying VAT? If you have a long-term illness or you're disabled, you won't have to pay VAT when you buy any of the following items for your own personal or domestic use: • medical or surgical appliances designed solely for the relief of a severe abnormality or severe injury • electrically or mechanically adjustable beds designed for invalids • sanitary devices, such as commode chairs, commode stools and frames for sitting on or rising from a sanitary appliance • chair lifts or stair lifts designed for use in connection with invalid wheelchairs • invalid wheelchairs and invalid carriages • hoists and lifters designed for use by invalids (this includes ‘lift & tilt’ or ‘riser’ chairs) • emergency alarm call systems of the type that link you to a specified person or a central control centre • incontinence products, such as disposable/washable pads and collecting devices • certain types of auditory aids (but not standard hearing aids) • certain types of low vision aids (but not spectacles and contact lenses) • the lease of a Motability vehicle Also, if you are a wheelchair user, you won’t have to pay VAT on motor vehicles for your own personal or domestic use that are designed or substantially and permanently adapted to enable you to enter and drive, or enter and be carried in the vehicle. As Lynne has found certain building adaptations to the home are also zero-rated. I’m surprised to see the electric bikes on the Get Cycling site advertising that they may be free of VAT. I’d have thought its stretching it a bit to say that having a low step through means they are specifically designed for the the sole use of disabled people. I wonder if they’ve cleared it with HMRC.

How to find bikes to try out
Have you tried the Electric Transport Shop in Cambridge? Electric Bike Sales - Electric Bikes, Repairs Conversions I don't know if there's anything to meet your needs and they haven't got anyof the bikes you're considering but it would give you the chance to try lots of different bikes.
