39v is likely to be out of balance but also could mean a bad cell or two in a group, If a balance issue and it doesn't correct it self via charging attempts then only manual intervention may sort it out which means opening the battery to check.

The BP controller kit is a Hall sensored motor kit and some controllers kits won't run with out the Halls . Your hub isn't sensored so will have issues . Ideally one is better off with an unsensored controller or a dual hall/non hall controller kit. A KT controller kit with the L settings...
