Have you tried vfr's trick of removing every other PAS disc magnet to try and see if that does the trick ?

Sounds like your issue might be the PAS/pedal sensor on the under side of the bike. Up turn your bike and look for the magnet disc between the chain ring and bike frame/bottom bracket, the disc should be firmly fitted to the crank axle and you should not be able to move/turn it by hand and it...
