I would say go for the 12/36t cassette but first we need to know which brand/model rear derailleur is fitted because you might have an issue changing up to the 36t low gear.

E21 is a specific error code for the TS and is an electrical conection issue of some sort, whether the connector or wiring it itself.

The switch is wired via the BMS and turns on the charge/balance circuit. Most BMS have twin circuits one for discharge and one for charge. The charge circuit during balance uses bleed resistors to release higher voltage .
