    I have had it once when I upturned after a puncture ( pre Gaadi days). A few pumps of the lever gets things back to normal along with gentle taping along the brake line or at home the lever can be applied with a strap holding it to allow air to rise.

    4v when throttle is open is right, are you sure the connection is for a throttle ? Have you checked the closed position where on Signal /Gnd you should see 1v. Could it be for a speed sensor ?

    On both sensors black is Gnd, Red/Brown are 5v and Yellow /Blue are signal. The sensor LED should only show an on /off signal as a magnet passes by it.

    The sensor wiring doesn't always match the controller wiring so you need to have the correct sequence for them to have any chance of working, gnd to gnd , 5v to 5v and signal to signal. Plugging PAS in to throttle connection won't work as it expects to see a different type of signal. If unsure...
