You can dump them safely once made SAFE for any lithium dump it in a bucket of saline solution for 24 - 48hrs to kill them, voltage will be near 0 and very little chance of shorting to cause a fire. Put them in with normal rubbish or recycling centre.

At 48v I can't see it being rpm limited by the hub , the speed limit must be limited by software in the controller. Most likely only way to get more speed is KT controller and LCD but not guaranteed. Do you know the hub winding at all ?

Any battery with fire in the name is a fire waiting to happen and they have always been poor in the rated capacity dept. Cells are graded by the big makers cellers like NKON sell C & D and maybe some B grade spec cells on ebay they are likely to be E or F grade cells.
